No, I don't think it's an indicator of an OCD. There is a disorder know as Turret's Syndrome where the respondent is given to outbursts of uncontrolled behavior and vocabulary. What you're describing is simply rudeness, ill-manners and ignorance.

No, it wouldn't. I say things I htink of right off the top of my head, whether or not they are related to the conversation. Whether it be appropriate or not. I don't consider it OCD, but I do have the disorder. I think the person would just look slightly confused, or ask what brought it up.
