You can buy a wireless broadband modem such as RipWave which communicates with the Internet Service Provider by radio. But not all areas are covered by these - you need to be close to one of your provider's transmitters.

There are no phonelines. My niece has no phone in her flat, and this is the sort of connection she uses.

if you have a bluetooth phone, get a bluetooth adapter for your computer. the software with the adapter will let you use your phone as a modem (if it is new enough). You can then access the internet anywhere you have phone signal

if you have wireless laptop many train stations, airports etc have a free connection but you'd have to be sitting in them. You could connect through a mobile?

You can always go to some of the places which has free wifi. If you have a wireless card in your laptop, you can just piggy-back on.
