What is a main problem and how can we solve it?

The main 'problem', if you will, can be simply stated as 'over-fishing'. However, that's not the entire story.

International treaties have set portions of the ocean aside as 'territorial waters'; these are in turn associated with the countries which are adjoining them. If the population of a given country had to rely on its territorial waters to supply its fish stocks, then countries like Canada would not have a problem (the area to fish is much larger than the population it has to support), while other countries (like Japan) would have definitie issues.

The problem comes when we realize that there are vast tracts of ocean that are 'international' waters, where anyone can fish. And that fish schools do not recognize these political boundaries! So if you're chasing a fish from one area to another, you might accidentally cross from international to territorial waters ... which is what a lot of processing-type vessels of European and Asian origin do.

Canada has a lot of territorial water ... and very few enforcement vessels to patrol it. Therefore the rest of the world has little difficulty sweeping inside the limits and making off with the fish ... harvesting them en masse.

I really think there's enough fish available to support the human population of the world, if the harvesting is done in a reasonable manner. If we act gluttonously, then ... I guess we're all taking our chances.

I should think that our neighbors to the north really need to explore other economic viabilities than timber and fish. Both are exhaustible resources. Maybe the provincial government of BC could benefit from a few trade and commerce seminars reflective of what else the country can produce with staying power on the world market.

THe fishing industry in the maritimes has gone belly-up because of over-fishing.

The the Govt. allows fishing so it can win the next election, and we're back to square one again.
