Yes the green part of it is where we get scallions. Quite a few foods we eat we'd be surprised what & how they grow. Technically an onion that we eat is just a bulb (seed) like you'd see when planting certain flowers & carrots are technically the roots of a plant. No need to worry about the green part, you're safe as long as it's not a wild onion like what some people randomly find in their yard.

It's an onion. Onions, as a previous poster said, are bulbs. Did you know that all plants reproduce only after their own kind? The "garlic chives" that you got would eventually have grown into a garlic plant with a seed pod at the top. They weren't garlic chives at all, you were simply eating garlic plant tops. Same with the onion. Scallions are a completely different variety of onion -- same family, different genetic code, although some so-called scallions are simply immature onions -- rather like eating microgreens or sprouts.

Green thing would be its leaves. They are edible. Scallions are a different variety of onion. And the wild onions and garlic you find in your yard are edible as well. Where do you think the onions and garlic we eat now came from?

The onion plant growing from your onion bulb is called green onion. Chop it up and use it like chives.
