Usually colleges require a high school level education, or proof of (GED, Equivalency, etc.) before they will admit anyone to their school. In most cases, though, colleges have agreements with high school that will allow students to take courses at both schools, and will apply to both graduation requirements.

If you are talking about college level diplomas, you do not need a diploma or certificate before you can earn a degree. The diploma and/or certificate is a shorter course of study than a degree, and does not include the general education requirements required by the college. However, if you complete a degree in a specific field, you are usually eligible to receive a diploma in that area...but the degree would help you more.

No. You do need a GED though. College and some tech schools require that you have a diploma or GED. But you should really talk to the school you want to attend, and talk to more than one to find out more information. A college/tech counselor should be able to help you.
