He really should go back to school. He is only 18, after all. Why doesn't he study a trade, like plumbing or carpenting or whatever? It can be interesting. Isn't there a place where he can get info on those things close to where he lives?
I mean, you can't CREATE a resume! You can't make one up. Anyway, for what he can do, he probably doesn't need to make something up. He'll probably find some "sh*tty" job. I'm sorry if that sounds harsh, but he really should think about his future.

Well, most places won't hire you unless you are a high school graduate---unless it's in the food service industry. But, I guess since asking him to finish school is out of the question, if you make a resume, play it to his strengths and to the classes he got good grades in. Really, he doesn't have much to work with by way of a resume.
