In order to use the net send command, -both- the sending and receiving computer must have the 'Messenger' service running.

By default the Messenger service is usually disabled to prevent spammers from sending you unwanted messages.

To start the Messenger service on a computer select ‘Run…’ from the start menu and type ‘services.msc’ and hit ‘ok’

In the Services window, scroll down to find Messenger and doubleclick it.

In the Startup Type dropdown, change Disabled to Automatic, hit Apply, and then hit Start.

Once both computers have the service started, assuming your computers are both on the same network, you can use things like:

net send bigjoeslaptop "Hey, hows it going?"

or

net send 10.215.3.103 "Hey, hows it going?"
