In the northern hemisphere winter officially begins with our Winer Solstice, the moment the sun is furthest away from Sun, the moment the Sun enters the constellation of Capricorn. This date is usually December 21 or 22. Of course for the southern hemisphere it is the same, but for them the Winter Solstice coincides with the norhern hemisphere's Summer Solstice - so the first day of Winter in the Southern hemisphere is June 21 or 22, when the Sun enters the constellation Cancer. Probably explains the Tropic of Cancer and the Tropic of Capricorn a little too.
Peace!
