If you have springs, get a torch and heat them. The cars weight will lower the car a little. You may need to apply a little pressure on front and rear of car after heated. Like the other guy said though, just buy springs. Better ride, looks better, much safer. Put them on and wait overnight. The car will be lower in the morning. The weight of the car will compress even lowering springs a little. Try Ebay for springs, CHEAP!!!!!!!!!

Believe it or not, the cheapest way is to go about lowering your car is to invest in some good aftermarket springs and shocks.

You might initially save a lot by cutting your springs, but you will inevitably either go back to square one (back to stock suspension) or get forced to buy what you really should've bought in the first place.

You mean the height?

There is no safe / cheap way to do it that will not end up damaging the car. You will need to adjust the suspension and the support.

Oh.. wait. I forgot. .... cheap and easy being the only requirements, Let the air out of the tires.

take the car to a mechanic because after you lower it you will have to have it realigned anyway.
