My sister's neighbors have two children ages 7 and 5 (approximately). The 5-year-old is apparently diagnosed as autistic. The kids are ALWAYS dirty, thier hair is never brushed and I have seen them with thier clothes on backwards on more than one occasion. They have come across a relatively busy street by themselves to my sister's yard uninvited and play on thier swing set. I have seen the 5-year-old (autistic child) playing alone in the street, playing on the edge of a lake at the end of the street and even lying in the middle of the street and the parents are NO WHERE to be found. One day, the five year old came to my sisters yard NAKED and began playing on the swing set. She looked out the window, saw him and told him to go home.
I really think Child Protective Services/Social Services should be notified or am I jumping the gun here?

What is better for the child?

It is your civil duty to do the right thing. Call the Social Services and seek advice. No child(ren) should be left unattended, left playing in the street adjacent to a busy street. You are just looking out for the welfare of the children. No harm in that!!!

try approaching the parents with the concern. Little kids can be crazy sometimes. If there is an autistic child social services probably is involved already. There may be explainations. Like-- Bathtime is before bed. and potty training.. and the autistic child is hard to keep a handle on. On the other hand...

Do the children go to school? Do they have a nanny or a supervising adult around. Are the parents home when all this happens? logical questions like this pop into mind when asked something like this? Personally it is none of my business, but yes I would call social services once I figured out the above questions I asked. Find out first before you get to involved. Then make your move. I would get on the phone with child protective services right away. Your identity is protected and they will never know who called. For the safety of the children, call immediately before something happens.

No, you're in your absolute right to call social services. If the parents can't take care of their kids, then they shouldn't have them.

I think you're absolutely right! It's too bad people don't have to get a license to have children. Some are just to stupid to handle the responsibility!

call the C.A.S. they should do something about that to the kids parents because the kids should know better then that and if they dont well that is just very sad
