Nope.

Each province has their own industrial strengths and weaknesses.
Currently there are a number of have provinces, Alberta and Ontario included. That means they have profitable economies.

The east coast is not a welfare state. They have a huge shipping (import/export) industry as well as a developing oil industry.

The prairies are the heart of Canada, the produce a lot of the food we eat from wheat, canola and Alberta Beef.

BC has a thriving tourist and timber industry and is a large contribute to Canada. However the tourist industry was almost destroyed by illegal US tariffs, by the way where is our 3Billion dollars?

Not a whole lot of people live in the north, that is about all you have got right.
