If you are how does a college become a university, the answer basically is that it grows in size and complexity. Usually, a university is an institution which is made of a number of units--often called schools or colleges. There is usually a school of liberal arts, and along with that units that specialize in particular areas--education, business, law, medicine, pharmacology, etc.

Colleges tend to have a smaller student body than universities. But one of my professors stated once that colleges have teachers that just teach a subject area. Where Universities take an active role in research. So, if a college wanted to become a University, I guess look into research opportunities in certain areas that would be lucrative to that college.
