Now he has to take his Florida Driver's license.Will they transfer his California driving records to the Florida's new license?

His previous violations will remain on the books in the State and location where the violation occured and it is of public record.

They will, its goverment information thats the reason that they look up any incidents when a major one occurs. If he was okay with his information back in California I dont see this as a problem because the state of Florida doesnt have major changes against penalties and neither does any state because is a personal record and if is anything big nothing will clean it up.

His previous driving records should be easily accessible no matter which state he moves to, not just Florida.
