for the organsisation i work for, an Enforcement Oficer is someone who makes sure refuse is not left on the street at the long time of day/week. If refuse is found stored somewhere it should be he can give out on the spot fines

Depends on context. If it's for schools, it's what would have been called a truancy officer, I suspect. It may also be a phrase used for bailiffs.
