When most people refer to yellow snow, they are indeed referring to snow that has been peed on.
However, a couple of places have in fact had real "yellow snow", and yes, some of it is hazardous.
South Korean Yellow Snow - They believe it was yellow sand from the deserts of China mixed with snow, and have issued warnings that it is a health hazard, stating that the pollutants in the flurries contained heavy minerals.
Russian Yellow Snow (Island of Sakhalin) - Believed to be caused by the islands oil and natural gas industry, however, they did not rule out the possiblity of volcanic activity. (They did not state whether or not it was hazardous...although I would think that it would be)
Greenland's Yellow Snow (Ellesmere Island) - Researchers discovered a yellow snow bank in a northern glacier, and learned that microbes living in it, produced hydrogen sulfide, and the sulfur is what have it it's golden hue (and rotten egg smell...they did not say whether or not it is hazardous)

It is snow that someone has urinated in. Just stay away from it.
You can't get aids from it, but you could get sick or hepatitus from eating it.
