It's a shop outfitted with machine tools -- lathes, milling machines, drilling presses, etc.

Generally speaking, a machine shop is for the manufacture or repair of metal parts. Usually a basic machine shop would have metal lathes, mills, drill presses, precision grinders, buffers, along with all the precision measuring instruments needed to produce concise, exact parts.
