Often, when we hear someone say that another person is "nice", it just means that that person is charming or has good social skills. However, that doesn't necessarily mean that that person is necessarily good. After all, there were plenty of people who thought that Ted Bundy and Dennis Rader were nice before it was revealed that they were cold-blooded killers. However, there are some people out there who are genuinely good, but others may not know this, since these people may lack charm or good social skills.

I think nice is superficial charm. A person can be very nice without being kind.

I dont think its that easy to tell. Aside from the serial killers and rapist, most people wear a mask anyway, never truly revealing themselves to you. I believe that people are genuinely afraid of showing you who they really are. Maybe its the fear of abandonment, being teased, pride, not being part of the norm. It takes a skilled person to see through these "masks". I believe i can get there, and how i plan on doing that is by continuing on the path that i am currently on. The path to truth, enlightenment, and peace. Its a rough road, especially when everyone around you takes the path of least resistance, the norm. So to answer your question, i dont think most people know a truly nice person. Truly nice people are just as rare as those who can see through the mask of the masses.

Well, thats a ver good question..
Usually, we cant know a nice person just by "seeing" one.. I think atleast one conversation should do.. They way they speak, their nature, their posture, every physical attribute can be judged with one conversation, if you are really attentive.
Once you finish your first conversation, you will have sufficient information to judge the guy... Because a person can camoflauge his behavior, but he cant hide the tone of his voice or his posture
