Yeah -- like ca_survey... says. Or, to make sure it is dead, drill some holes near the base and keep filling the holes with RoundUp. Shouldn't take long to being unquestionably dead.
Being bold is the key I think. Find your replacement tree and set it near the planting site. Cut the Ficus, and dispose of its pieces parts. With out stopping the work detail, dig the hole for the new tree and get that tree into the ground the same day the Ficus came out. Many folks won't even know the switch has been made. And like the HOA works in my neighborhood, unless a neighbor has made a complaint, the HOA doesn't come around until their scheduled monthly cruise. If the HOA bi-laws state that you must replace like with like -- then they gotcha. If not -- hey you're home free because you pronounced the Ficus as DFF (Dead From Freeze).

As a landscape designer who has spent lots of time in Phoenix I have to say I can't agree to kill that ficus. First off - anything that actually grows in AZ should be encouraged - the leaves will come back and now is the time to prune the tree properly to give it a good shape. Unfortunately I have been asked this question by clients before and there is no good way to kill a tree without causing collateral damage. If you can get neighbour approval then digging out is the only way. Try to keep it and just give it a good hard pruning (to the shape you desire)

Why on earth would you feel the neighbors are concerned about the plants in YOUR front yard? Just go out and whack the tree and put something else in its place.
Unless your HOA has specific guidelines for HOW a dead tree is supposed to be dealt with, if someone does ask simply tell them it was dead .
What is the worst that could happen... ? They could send you a nasty letter and make you pay the cost of a replacment ficus.?

Over-prune it a few times. If that does not work, hang a few bird houses from it and drill lots of holes right through the core of the trunk to mount them. That will usually do it.
