Sometimes. It depends on what he is wearing with them.
If he is wearing dress clothes and black dress socks it is fine.
If he is wearing sweat clothes and black sweat socks it is fine.
If he's wearing shorts with black dress or sweat socks it is dorky.

With sandals-yes, and yes. With black shoes or dress shoes- no, they are the only appropriate thing to wear. Please do not wear white socks with black shoes, that's really bad.
