I know that they did that on Tiny Toon Adventures. Monty wanted a bigger play area, Elmira was making the animals kiss pictures of themselves, and Plucky, Buster & Babbs fixed everything.
During the 80's, Sounds like something from Captain Planet. I don't remember who the villain was, but check your old Captain Planet tapes and you should find it.

Fern Gully: The Last Rainforest. I'm pretty sure that's it cuz I remember the tractor (Named: The Leveler) got possessed by that evil sludge spirit named Hexus to destroy the rainforest and all the animals and spirits with shrunken human Zack and crazy bat Batty banned together to destroy him. The Leveler had spiked track wheels.
