Sure.

-5, -4, -3, -2, -1, 0, 1, 2, 3, 4, 5.

mean = (-5 + -4 + -3 + -2 + -1 + 0 + 1 + 2 + 3 + 4 + 5)/11 = 0/11 = 0.

The only thing you have to be sure of is:

The sum of all the positive numbers you pick is equal to the negative of the sum of all the negative numbers you pick.

Sure, take all the numbers between -5 and +5, that is:

-5 -4 -3 -2 -1 0 1 2 3 4 5

Sum them all up, the total is 0, therefore the mean is also zero.
This is only an exaple, there are countless number of ways to achieve this, you could have taken

-10 -8 -6 -4 -2 0 1 3 5 7 14

Sorry, but that's plain obvious! There will be countless ways of doing that but the simplest one is:

-5, -4, -3, -2, -1, 0, 1, 2, 3, 4, 5.

Without using negative numbers, the answer is no.

Otherwise... take any old dataset that has no repetition, and subtract its mean from every number. The average of the modified numbers will be zero.
