My #1 live instrument since 1990 is a Peavey Unity Series neck-thru w/ active electronics. More recently, I acquired an Epiphone Thunderbird Pro (again, neck-thru w/ active electronics), as I needed a second bass tuned to Eb. After I leveled the frets and filed the nut slots correctly, it's been a great bass. Some of the Laklands I've played recently have been very good for an under $1000 instrument. Ken

Well, like anything that you are just starting, it's best to find something that you feel comfortable holding. Is the neck to wide for your hand to hold? Are the strings too close or too far apart for your finders? Are the strings too far above the frets and REALLY hard to push down?
Seriously, drop by a music store and let them show you some that will fit your size and your hands. Get a feel for them. Try a bunch and see what feels more normal to you and what feels really akward. Drop by a pawn shop and do the same. Then you will know what feels okay and what is in your price range.
Once you get better at playing and can afford to get something that YOU deem to be an awesome bass, THEN throw some cash around have at it.

Best brands, money no object? Carvin and Lakland (Sadowsky, too). Best bargains? Usually Ibanez. Buy the best you can afford, and take someone with you who knows what to look for (fit and finish, intonation, etc.) so you don't get ripped off.

find out what type of guitar, John Deacon used. He was the bassist for Queen. The first music you hear on the song "Pressure" is the bass guitar John is using. That's got to be a great brand. Because Vanilla Ice even copied it doing," Ice, Ice Baby!"
