now, when using weights to tone, the different in toning and bulking up with muscle is with toning you use lighter weights and do more reps (for example, start out with 2 or 3lbs dumbells and do 3 sets of 8 reps of each chest exercise). those who want to bulk up use heavier weights but are only able to do a few reps.

add some cardio (like aerobics, or walking or jogging) to shed off any fat so that the muscle tone can come through. The best is to do the cardio right before the weight training so that you keep your heartrate up throughout the whole time you are exercising.

What you would need to do is a combination of losing some weight (fat) in that area and building up your pectoral muscles through weight training. Try cardio activities like running, walking, swimming or bike riding to lose fat and then you can do push ups or bench with weights to build up the muscle on your chest.
