yes you can, but you need an emulator to run them, unless you have a cartridge writer

Yes. You can play the ROMS on your computer with the use of an emulator. I use desmume v. 0.5.0 and haven't had problems with it yet. You can download it at: www.ndsemulator.com/nintendo-ds/desmume-download.htm or you can download them to a flashcart for your DS (I use a Datel MAX MEDIA DOCK)
As for ROMS, you can find homebrew (fan made) games at www.ndshb.com it has quite a few good games including Tetris, Reversi (similar to japanese Go).
If you're in the market for a commercial game you can try http://www.nintendo-ds-roms.com/emule-nds-romsets.htm there are some drawbacks to this website. however, you need high speed internet (due to the size of the files) and you need to use a download manger known as eMule. If you still cant find what you are looking for try searching for it.
