The combine numbers they give to every player are a ballpark estimate of their actual ability. The scouting report serves to either amend or confirm the combine number.
Say a CB has a speed of 4.24 in the 40 but the scouting report says something like "He's got decent speed but don't line him up against Moss anytime soon." A 4.24 40 time would usually mean a speed rating around 95-99 but "decent" speed for a corner usually means 87-90.
A general attribute to look for while drafting is speed. In every Madden, speed is king for every position. Fast WRs burn CBs, fast QBs can scramble like none other, and fast LBs cover the whole field. Top speed, which is more important that Acceleration, is defined by the 40 time.
Another important stat to look at is their "interview" stat. This determines they're starting awareness. Awareness is universal in that the higher it is for any position the better that player is rated (versus something like pass block which is only good for OLs, TEs, and RBs). After speed and awareness it really comes down to the position that you are drafting.
In addition to Speed and Awareness, here are some other attributes to look for when drafting for position:
QB - TPW, TAC, ACC
RB - ACC, AGI, BTK, CAR
FB - CTH, RBK, BTK
WR - CTH, AGI, STG, JMP
TE - CTH, RBK, STG
T - PBK, RBK, STG
G - RBK, PBK, STG
C - RBK, PBK, STG
DE - STG, TCK, AGI
DT - STG, TCK
OLB - TCK, ACC, CTH
MLB - TCK, ACC
CB - ACC, AGI, CTH, JMP
FS - ACC, CTH, JMP, AGI
SS - TCK, ACC, CTH
It can be a guessing game when drafting, but if you have a player solid in speed, awareness, and the secondary attributes, they will be pretty good and worth a pick.
Honestly though, if I can't find a sure fire pick during the draft I'll trade it for a proven player. Madden makes it way too easy to trade draft picks for All Stars.

you need to get rid of that game and get Madden 07, but to answer your question look at their 40 yard dash times if your looking for a reciever or runningback be sure thier time is around 4.4 or lower. If your looking for a DE look at ther bench press be sure its over 30 reps for a strong linemen and a decent 40 yard dash time.
