you might try out The Ugly Models Agency; they take on all kinds of models:(even if u r not tall enough etc)

Look online or in the phone book for agencies. Then either send them snapshots (face close up, profile, full length) or go to an open call. DON'T spend your money on classes, once you get an agent they train you for free.

You might try a modeling school like Barbizon to learn the trade and get your foot in the door..... check their site out.....
