Young Islamic radicals would burn effigies of you and you could well be the catalyst for WWIII.

2) You aren't arrested because a policeman realises that it is your civil right to protest however you wish and you are mobbed to death by young Islamic radicals. You make P2 of the local paper and your family tragically mourn your loss.

So I reckon the best idea is to avoid it altogether...

In public the worst thing would be inciting a riot. However, I don't think you would get arrested. If they did, it would be hard to convict you. Spark up a flag for me.

I personally wouldn't burn anyones national flag... and anyone who does it to our flag should be instantly deported.
