What are those ball shape objects on the high tension (voltage) cables , we usually see and what is their function?

They are dampers. They keep the long wires from vibrating and oscillating in the wind.

I don't know for sure, but I know I've seen them on the low point of a cable that is crossing a river or body of water. It could just be to make the low point of the catenary visible.

They are there to make the cable visible to light aircraft etc. Otherwise the cables are hard to see.
