Each state has its own tax on tobacco products. Some states have a higher tax than others. If it were allowed to be shipped, people living in states with a lower tax would send the death weed to states with a higher tax and the state with the higher tax would loose revenues. Besides, it is regulated by the ATF. YBIC

Well it depends on where you are and where he is. If he is in jail or prison, most facilities are tobacco free and it would be considered a contraband.

If you are sending it to another country, they may have other laws prohibiting certain items, such as tobacco, medications, alcohol, etc.
