ok my horse is a hunter/jumper and my trainer says that i need to either buy spurs or get a stronger leg. If i have to i will get very small spurs, but I would still like to develop a stronger leg. My friend that i ride with has a stronger leg then me and she got on my horse one day and he responded to her leg pretty well. and sometimes he seems totally dead to my leg. PLEASE HELP!!!

You need to use leg everyday for them to respond to it- sounds like you need to strengten your leg muscles- start running, elipticals, lifting weights with your legs, etc. All of that will help.
Your horse seems sensitive enough, if you get stronger legs, you probably will not need spurs (and spurs will make him less sensitive- they are the easy way out). You could also try carrying a crop/whip to help reinforce your leg commands. You may just need to carry it, or possibly just need it during training, but it is a useful tool. I usually just carry a whip with me and my horse goes forward. I think I only have to use it about once a month on her.
Note that it does take a while to get them to learn to move off your leg. If you practice, he should be able to spin in a circle as fast as how hard your leg pressure is that you put on him.

how fast do you want your hunter? Maybe it's not the horse maybe it's the wrong rider. Your leg can be as strong as you want if he ain't gonna listen then it doesn't matter. Try spurs, feed your horse more, get a different trainer, get a new horse,maybe he's badly broke and doesn't know what leg is anyways. Try baby steps like he is just learning for the 1st time see if that helps.

Try tapind horsey with the end of your reins and say ''HUP" or give him a little nudge with your heels.He may also be bored of the ring so try taking him out into the country for a day ride on the trails.No jumping and those trail rides would liven him up.
