I'd have to say chess because it has stood the test of time. My favorite is 1830, The Game of Railroads and Robber Barons, by the Avalon Hill Game Company though.

Chess, by far. It is the most complex game ever invented and will never be completely mastered. There is said to be more combinations theoretically possible than grains of sand in the world. :-))

Since you asked this in the Board Game area...I'll answer with a board game - Monopoly. Not because I like the game but because it became so popular that it opened the doors for other (i.e. much better) board games to follow.

HALO 2.
What about best campaign story? I thought Max Payne and GUN were very good, don't know if I'd call them best though.

Monopoly - not only did we learn our money skills, but also how to win or lose graciously. We played for hours.
