I am designing a website and I have cut up images to place into table cells, unfortunately when I am drawing the tables vertical lines, it is snapping into alignment with other verticle lines in collums above it, it is causing me a bit of hassle and would like to know if there is a way to turn this function off

FrontPage does that to me once in a while, too. The workaround I've found is when I add something to a page, and it involves making a table, I keep the new table completely independent from any tables that are already on the page ... for example, make sure there's at least one hard carriage return between the new table and the old one(s).

Depending on how your particular page is set up, it might not help **much**, but it's worth a try.
