Presume the question is about the bird with longest beak or bill.
The Australian Pelican (Pelecanus conspicillatus) has the longest beak measuring 34 - 47 cm (18.5 inches).
Pelicans have large beaks to catch fish in the same way you might use a fishing-net. Under their beak they have a large pouch which they use to scoop up large numbers of small fish (or one big fish) and the water surrounding it. They then expel the water from their beak before swallowing the fish. Because they collect this water before spitting it out, their beaks can hold more volume than their stomachs can.
But the bird with the longest beak to body size is the Sword-billed Hummingbird (Ensifera ensifera) that lives in the high Andes from Venezuela to Bolivia. Its beak is 10.2 cm long, four times longer than the bird's body, not counting the tail.

I would probably go with a Pelican (largest) or maybe a crane or heron (longest).
