We have gone past the stage where we bring about change through reformation. We need a whole sale change. A kind of total revolution, that Jeyaprakash Narain advocated. A revolution that impinges on every strain of our social and political life. No harm if there be some blood shed.

The government needs India to reform
The politicians need the government to reform
They must be sent to a Reform school

Yes.Reforms are required in the following major areas:
a)Electoral reforms
Don't allow criminals & ecomomic offenders to contest. Allow people to cast "don't like any" vote.
Make it compulsory for all citizens to excercise his/her franchise
b)Judicial reforms
Make judiciary accountable.Don't allow more than (say) three adjurnments.Thorough over-haul of criminal justice system.Remove contempt of court previlage enjoyed by the judiciary.
c)Police reforms
Police should never come under respective State Govt.
Their posting & recruitment should with an independant agency.Crime prevention & detection should be its sole purpose and not serving the ruling party of the day.
d)Tax reforms
Simplyfy tax rules.Reduce tax rates.Develop extensive
data base using computers. Not paying tax shuold be treated as criminal offence.
e)Banking reforms
Make loans avilable to small farmers smal scale industries with nominal interest.Recover from the big fishes by attaching their properties.
f)Educational reforms
Provide quality education with vocational skills. We should stop producing unemployable graduates.
g)Agricultural reforms
Poor and mariginal farmers are to be covered through Insurance . Loans on easy terms should be made available. Farmers should be able to approah the govt directly with out middle men.Monetary Incentives
should be given to those who perfom well.

no there is no need of governmnt reform, if there is any need that is to educate voter to cast their vote properly to dedicated ,honest person.
