I'm with ya. I like a clean desktop too, but I don't like searching for icons when I actually WANT to use their program. What I did was create a "Desktop Icons" folder on my desktop and threw all the rarely used, unwanted icons in there.
The second part of your question is referring to a Quick Launch toolbar. Right click somewhere on the bar at the bottom of your screen, go to Toolbars and select Quick Launch. You can add icons to this by simply dragging the desktop icon into the quick launch toolbar.
Just another suggestion: Download the Aqua Dock for Windows. It's just like the Mac's Aqua Dock but you can use it with Windows XP. It's pretty cool, I've been using it for quite a while. Here's a link to it:

All you have to do is make sure that the programs you don't want on the desktop are in the start>Programs menu then just delete the ones you don't want. Also to get icons on the task bar to get programs there right click on the bar and then click properties, then click show quick launch. That should fix the problem

Throw the icons in the recycle bin that you don't want on your desktop. Also to put an icon on the icon systems bar you have to do it in the settings of each program you would like to add.
