theres no system as such that would let you know abt earthquake occuring anywhere in world, but some cities have got such system .for example San Francisco implemented a new system where people can sign up their cell phone numbers and will be notified in the event that an earthquake, tsunami, or Mutant Robot Attack hits the Bay area. In addition to alerting you of the impending natural/unnatural disaster, the SMS service also will instruct people on what to do afterwards.

Maybe you could download a link that responds to the the usgs earthquakes hazards site but be prepared that your phone will be giving you alerts almost constantly. There have already been over 100 earthquakes with a magnitude over +1 today alone

Why do you want to know about every earthquake on the planet? There are hundreds of them every week. Your phone will never stop ringing and those who have to be near you will take it off you and throw it in the nearest river.
