This is for a law paper and I have to discuss this in an essay format, so I was wondering if anyone had any ideas on the subject?

I have worked in the IT industry for over 30 years and for the most part, the people are hard workers. The companies are normal businesses. There are some that are not, like there are in other industries. I do not see a need to add any more regulations aimed at a specific business, unless it can be defined as in the national interest. Software development and maintenance cannot be in the national interest. Management of businesses can be, for example Enron and the resultant SOX auditing requirements.

You may find the book The World Is Flat, by Thomas Friedman, a good read to answer your question. The world has become smaller with technology growing by leaps and bounds. Might help you with a unique view of Information Technology!

There are aspects of the IT industry that human lives will depend on. Applications developed by programmers are used in healthcare and transportation where human lives are at stake. An incompetant programmer could place code into production that could cost people their lives.
