Not true.. The reporting trolls are always here. They report you without even reading your question, and Yahoo does nothing about it, except for the violation they email you......

I agree but there are some young naive and even old and not so smart people out there that don't know they are violating.

A person may give a perfectly good, responsive, non-abusive answer, and someone who doesn't like them can report it anyway!
