Most CD-ROM devices will play a VCD via the default media player. If not it will prompt you to download the codec.

Your question is a little vague, a cd-rom is just a media and a player is a machine. Now if you want to use your cd-rom drive to play VCD, just insert the VCD disk into the cd-rom drive; navigate to the cd, open the cd and open the MPEGAV folder (i think) you will see the file AVSEQ1 file, it should be unkown to the pc, right click on the file and choose to open it with Windows media player. That should play it.
