while a wedding on the beach in spain would be a dream come true, i would also suggest checking into some of the cathedrals, they are some of the most beautiful and oldest in the world.

One cannot marry legally on a beach, you can have a service of sorts, but it won;t be the actual marriage as only certian buildings such as the town hall and churches are designated for weddings

A lot of hotels now do this - email the hotel direct once you have sorted out the area in Spain.

Ithink the Spanish embassy or consulate would be a good start as they could tell you about the legal requirements.
Also with a lot of people having beach weddings these day you could try a travel agent as they may have the same sort of information available.

Go here, http://www.barcelona-tourist-guide.com/barcelona-spain-beaches.html and write down the numbers of some hotels on the beach. Call them, and see if you can find one to have a wedding at.
