I don't know but I did click on one person's start and it lit up now its yellow one the home page. I think it means that is question will be added to the star list. But it didn't happen to everyone.

Scroll over the star with your cursor it will say "star this question if you think its interesting and you want to share it with others"

In a box, it will show your name as one that liked the question.
