The HCl molecule is not purely covalant.It has approx. 40% ionic character and 60% covalant character . so the HCl is partially polar and in water it dissociates into H+ & Cl-.

When HX dissolves in water, the diatomic molecule dissociates into H+ and X-. The ions are then heavily hydrated (surrounded by water molecules) to form hydronium ion and halide ion in solution. This is a much lower energy state than the diatomic molecule, as evidenced by the fact that the dissolution is exothermic.

HCl & water are purely ionicly bonded molecule meaning that they are electromagneticly charged.

All ionicly bonded molecules are soluble by the process described in the very first answer.
