Extremism is the motivation, terrorism is the mechanism. Crime organizations can be terrorist. Remember, terrorism has a specific purpose. It is to terrorize for the sake terror.

Many street gangs are terrorists but they do not fit into the definition of terrorism that our military is trying to fight because most are not foreign terrorists attacking the U.S. and most do not have a political motivation. In order to be a terrorist that fits the military definition, the terrorist organizations generally have a political motivation and attack the masses in an attempt to kill and destroy as much as possible.

Most street gangs and other criminal organizations have gaining money as the primary motivation. Generally, they do not attack the masses. They generally do not attack any governments, per se. Therefore, because it is a more local problem, constitutionally they must be dealt with by local police and the FBI.

International criminal organizations also generally do not have a political agenda and therefore do not come under the definition of terrorist. They generally do not attack in a war-like fashion in an attempt to kill as many as possible. And generally do not attack any governments directly.

No I don't believe extremism is terrorism. Extremism is a philosophy... a belief. Terrorism involves action to harm, instill fear in others. Belief... Action. There's a difference, IMHO.

No, not all, a person may be an extremist in eating chocolate. Some would call the chocoholics, but not terrorists. The gangs could be though.
