To the best of my understanding, it was first land leased from Russia. When the land lease expired, there were worries that the Soviet Union might require Alaska back. But then prime minister Kosygin said that people living in Alaska are Americans, their way of life is not Russian; that Alaska has very tight connection to the economy of the United States. Consequently, he said, it would be unreasonable to demand it back and that his country is not going to do it.
