transaction is showing up twice on my bank account statement; who do I call to resolve the issue? As soon as the bank opens I plan on calling them. Is that whom I should contact?

Contact the bank first and then the flower shop and tell them of the error.

Yes, contact the bank as soon as possible to challenge the charge and also call the flower shop. The shop should process a refund to your card. They may have to see the statement and your card in order to do this. If they refuse (which should be unlikely) then you have to continue to work with the bank. It will be easier to do this if you notify them asap.

Sometimes flower shops will charge you twice, they will charge for the items you purchased then charge you a smaller amount for tax and stuff like that, If the charged you the same amount twice then you need to contact the bank and the flower shop :)
