Stephen Hillenburg created Spongebob.
Stephen Hillenburg (born August 21, 1961, in Fort Sill, Oklahoma, USA) is an American animator and cartoonist, and the creator of the Nickelodeon animated series SpongeBob SquarePants. Before SpongeBob, Hillenburg was a writer and storyboard artist on Rocko's Modern Life. He was a marine biology teacher at what is now the Orange County Ocean Institute. He worked as a marine biologist from 1984-1987.
He decided later that year (1987) that he would pursue a career in animation, his second lifelong passion. Stephen had been painting and drawing for years but decided to pursue his fascination. He made several short films, two of which were awarded and played in Animation Film Festivals all over the world. His two short films The Green Beret 1991 and Wormholes 1992 became popular shorts in several Film Festivals - and received various awards for Outstanding Animation. Between this time Stephen got a job on children's television, working on the children's TV series Mother Goose & Grimm from 1991-1993, while still in animation school. After that, he joined the Nickelodeon animated series, Rocko's Modern Life, as a writer/producer. There, he became friends with Tom Kenny (who would later become the voice of SpongeBob), Doug Lawrence, Paul Tibbit, and others.
When "Rocko" ended in 1996, he told his friends he would be creating a new project, about sea animals. He went back to when he created a comic book about tidepools in 1989, at the CalArts school. He focused the show on a sponge, who originally would be a regular sea sponge, not a kitchen sponge. He worked on the project for a few years until 1997, when he gathered a few guys from "Rocko" up, and they helped with the background, character designs.
In 1998, he pitched it to several networks, including MTV and VH1. He pitched it to Nickelodeon's president at the time, Kevin Kay, and some others execs. They performed a performance they "wished they had on tape", one of the execs said. They storyboarded the pilot episode, which would become the SpongeBob SquarePants episode Help Wanted. The execs went into the hallway, exhausted from laughing, and came back in, and said, "let's do it".
That show became the most widely syndicated and popular product in MTV Network's history, SpongeBob SquarePants, 1999-.
Hillenburg received a degree in natural-resource planning and interpretation with a focus on marine resources from Humboldt State University. In 1992, he earned a Master of Fine Arts in experimental animation degree from the California Institute of the Arts. Humboldt State University's "Marching Lumberjacks" include the "SpongeBob Squarepants" theme song in their repertoire

My grandkids love him, too. I dive for the remote when I hear the theme song so I can switch before they realize he's on because I find him so annoying an NOT cute. I think your guess is right, though, about when he came on.

Spongbob is the BEST! My 4 year old LOVES him as well!! She was Spongebob for halloween!! Not sure who created him or when it first aired though. Sorry. But, I have to agree that he is the cutest and BEST cartoon character!!!!!!!

This is something I will ask my daughter, she loves spongebob, she has posters on her walls, figurines, stuffed toys, candles, you name it she has it, in fact we all love the show... its great...
