It has this blue star thing and when I click on it it lets me see who rated my Q

On mine, the star shows up only on the first page of questions

I'm not a fan of the new "star"--I much preferred rating the q with a thumbs up or down.

Yes it lets us view it too. When we star a question it goes in our starred list on our profile page. Your questions star turns different colors depending on how many stars you get.
