It is the three phases of the moon which represents the three phases of the goddess. The ) waxing moon is the maiden 0 is the full moon or the mother and ( is the waning moon or the crone.

The phases of the moon thing makes sense, but I have it seen in context where it could have ment blowing a kiss, I don't think it was intended to represent a bum.

It's an approximation of the Triple Goddess, the three moons--waxing crescent, full moon, and waning crescent, usually used by Wiccans and other assorted pagans.
