I think that the answer is 729. Think of a lock where the numbers go from 0 to 9 with three spinners - this gives 1000 combinations.
However, if it's content, not sequence, my answer is wrong. Since you want combinations of 3 numbers (3 spinners) and the numbers are from 1 to 9 (there are 9 digits) I simply cube 9.

Combination with repetition is (9+3-1)!/3!(9-1)! = 165
Combination without repetition is 9!/(3!6!) = 84

Permutations with repetition is 9^3 = 729
Permutations without repetition is 9!/6! = 504
