Graphic tablets and light pens will come with their own drivers. I believe that some CAD software may understand a graphic tablet and will have functions which use its capabilities. Otherwise a graphic tablet will be treated in exactly the same way as a mouse.

They usually plug into USB or some other port, and allow you to draw on the tablet (or trace something that you put on it) and it will input into your CAD software.

They have become pretty rare except in specific applications- I work in a large Architectual/Engineering office with dozens of CAD operators, and they don't have a single person using one.
